People — Team, resources & knowledge transfer
A team-centered module: expectations, roles, tailored leadership, resources, mentoring, learning, and knowledge transfer before transition.
Estimated time : 80 min
Learning objectives
- Choose the leadership style that fits team maturity.
- Clarify responsibilities with RACI and team working agreements.
- Optimize resources without breaking sustainable pace.
- Organize critical knowledge transfer.
Key concepts
- Situational leadership
- Adapt directing, coaching, supporting, or delegating based on competence, motivation, and risk.
- PMP ECO 2026 — People Task 3
- RACI
- Responsible, Accountable, Consulted, Informed: clarifies who does, decides, contributes, and is informed.
- PMBOK resources / stakeholders
- Team charter
- Team agreement on rules, values, working hours, Definition of Done, escalations, and expected behaviors.
- Agile Practice Guide / team agreements
- Knowledge transfer
- Capture and sharing of critical knowledge to avoid dependence on one person.
- PMP ECO 2026 — People Task 7
1. Lead without overcontrolling
PMP expects leadership that creates the conditions for success: clear vision, explicit roles, trust, psychological safety, and quick obstacle removal.
| Situation | Fitting style | PM action |
|---|---|---|
| New team, low clarity | Framing | Clarify objectives, roles, rules, and criteria. |
| Competent but blocked team | Servant leadership | Remove obstacles, facilitate decisions, protect focus. |
| Mature autonomous team | Delegation | Give context and constraints, let the team decide. |
World war
Destroying the other becomes the goal; intractable.
Crusade
People want the other gone; us-vs-them.
Contest
People want to win; language turns personal.
Disagreement
People protect themselves, keep their distance.
Problem to solve
Differing views, cooperative tone.
Team maturity is not binary: tailor your stance to observable autonomy, trust, and competence.
PMP reflex
The more mature the team, the less the right answer is command. The project manager facilitates, protects transparency, and gives direction.
Artifact → decision → PMI action map
Artifact
Team charter / RACI / conflict log
Decision
Who must decide, contribute, or be realigned?
PMI action
Facilitate, clarify roles, document agreement, and monitor behavior.
Avoid: Forcing or escalating before seeking the root cause.
Recommendations
- Start by clarifying expectations before judging performance.
- Represent the team's voice to decision-makers.
Tips
- Servant leader = obstacle, trust, autonomy, learning.
- A role conflict is handled through clarification, not blame.
Chapter quiz
1.An experienced team asks for PM validation for every detail. What action is most relevant?
2. Resources, roles, and capacity
Planning resources does not only mean assigning people. You must check skills, availability, real workload, contractual constraints, and sustainable capacity.
RACI in PMP reading
| Letter | Meaning | Trap |
|---|---|---|
| R | Responsible: performs the work. | There may be several R. |
| A | Accountable: owns the final decision. | One clear A per deliverable avoids conflict. |
| C | Consulted: gives input. | Consulted does not mean veto power. |
| I | Informed: receives information. | Do not turn everyone into C. |
Calculating realistic capacity
A 6-person team plans a 10-day iteration. Each person loses about 20% to support, mandatory meetings, and interruptions.
- Theoretical capacity: 6 × 10 = 60 person-days.
- Non-project load: 60 × 20% = 12 person-days.
- Realistic capacity: 60 - 12 = 48 person-days.
- If the selected backlog is 56 person-days, the gap is 56 - 48 = 8 person-days.
The PMP answer is not to require overtime by default: the PM makes the gap visible, reprioritizes, negotiates capacity, or adjusts the commitment.
Resource trap
Adding people late can slow the team: onboarding, coordination, communication channels, and expert load increase.

Decision
Who must decide, contribute, or be realigned?
PMI action
Facilitate, clarify roles, document agreement, and monitor behavior.
Avoid: Forcing or escalating before seeking the root cause.
Recommendations
- Check real capacity and skills before promising a date.
- Use RACI to avoid decision gray areas.
Tips
- Delay + late resource = beware Brooks's law.
- A priority conflict is resolved with the sponsor or functional manager, not by overloading the team.
Chapter quiz
1.Two people believe they own the decision for the same deliverable. Which tool helps most?
3. Knowledge transfer and learning
A project becomes fragile when critical knowledge stays in one expert's head. The PM must identify that knowledge, organize it, and create conditions for it to flow.
- Identify critical knowledge and the people who hold it.
- Choose the format: mentoring, documentation, demo, runbook.
- Plan transfer before departure or transition.
- Validate that the receiver can apply, not only read.
Exam tip
If an expert is leaving soon, the right answer is rarely asking them to work faster. It is capturing and transferring critical knowledge.

ECO + PMBOK 8 + study plan
Decision
Which ECO competency does this chapter strengthen?
PMI action
Connect concept, scenario, counterexample, and explained question.
Avoid: Memorizing without linking the concept to a project decision.
Recommendations
- Turn lessons learned into reusable actions.
- Include transfer in the Definition of Done when operations depend on it.
Tips
- Documentation alone is not successful transfer.
- Transfer is verified through guided practice.
Chapter quiz
1.A key expert leaves the project in three weeks. What action is a priority?
Decision toolkit
PMP decision trees & running case
Use this when two answers look right: qualify the context, choose the artifact, then act.
Team conflict
Two people or groups block a decision or blame each other.
1. The conflict is new or moderate.
Decision: Address it early, privately, with the involved parties.
Action: Facilitate a fact-based discussion and seek the root cause.
2. The conflict involves roles or responsibilities.
Decision: Clarify work governance.
Action: Update the RACI, team charter, or communication plan.
3. The conflict persists after facilitation.
Decision: Escalate only with evidence and options.
Action: Present impacts, alternatives, and a recommendation to the sponsor/manager.
Trap: Forcing a solution or escalating immediately is rarely the first PMI action.
Responsible escalation
The project manager can no longer resolve a blocker alone.
1. The PM has not yet spoken with the parties involved.
Decision: Do not escalate too early.
Action: Meet the parties, clarify facts, impacts, and options.
2. The blocker exceeds the PM's authority.
Decision: Escalate with a recommendation.
Action: Present context, options, impact, and the decision needed.
3. There is an ethical or compliance violation.
Decision: Use the appropriate formal channel.
Action: Document without accusation and follow organizational policy.
Trap: Escalating without analysis or options transfers the problem instead of managing it.
Resistant stakeholder
A key user rejects the solution, slows approvals, or blocks adoption.
1. Resistance comes from lack of understanding.
Decision: Adapt communication.
Action: Connect the change to their benefits, impacts, and expectations.
2. Resistance comes from a real business risk.
Decision: Do not treat it as personal opposition.
Action: Analyze the concern, update risks/requirements, and co-create the response.
3. Adoption remains low.
Decision: Strengthen the change management plan.
Action: Add training, champions, feedback loops, and adoption metrics.
Trap: Ignoring a resistant stakeholder often turns adoption risk into benefits failure.
Digital project: omnichannel customer portal
Charter
Objective: reduce support calls by 25% in 6 months through secure self-service.
Backlog / WBS
Product backlog, MVP, monthly releases, Definition of Done including security and analytics.
Stakeholders
- CX sponsor, Product Owner, dev team, security, support, pilot customers.
- Success measured by adoption, resolution rate, and satisfaction.
Risks
- Low adoption if the portal does not solve real pain points.
- Security risk around authentication and personal data.
Change
Major change: add an AI chatbot. PMI response: value, risks, compliance, backlog, and prioritization.
EVM
Light EVM: release budget vs delivered value; also track burnup and real adoption.
Closure
Support transition, runbook, training, benefits measurement at 30/60/90 days.
Practical examples
Architect departure
Scenario : The architect who knows security constraints leaves before go-live.
Project manager's action : Create a transfer plan: workshop, runbook, team review, and validation through practice.
Exam strategy
- The PM does not micromanage a competent team; they remove obstacles and clarify expectations.
- A scarce resource is handled through prioritization, negotiation, and transparency, not invisible overload.
- Critical knowledge must be captured before experts leave.
Module assessment
1.Which signal indicates a knowledge transfer issue?
